Carpeting is a textile floor covering that is used for much more than aesthetics. From providing sound barrier to comfort, carpet is a standard that will always be around in one form or another. The services that go into the manufacturing of it sustains hundreds of thousands, if not millions of individuals. In the past the old floor covering ended up in landfills, consuming large amounts of space and decomposing at a very slow rate. Environmentally solid legislation has been initiated in the state of California that will forever change the way carpeting is recycled. The bill is known as AB2398, and it directs a manufacturer to provide proof of stewardship plans before they can conduct business in the state. The stewardship plan must include steps on how the efforts will be funded. In September of 2011 this became effective. By the first of 2013 a mandatory financial assessment of five cents per square yard would be the added to the purchase price of all carpeted flooring sold. Fines would be levied on any person or business that was found violating the act.

The Carpet American Recovery Effort is a national group of manufacturers also involved. Also know as CARE, the group will work to ensure that the maximum amount of carpeting is kept out of landfills and reused in positive ways. They are industry leaders and play a significant role in these efforts.

This is a very timely initiative. For years within the floor covering industry, however, there have been great strides in becoming more environmentally conscious. Not only has it been for environmental reasons, but it also has been done to help reduce the costs.

All water that is used in carpet processing, for example, is reused. Whenever water is released into the environment it tends to be at a quality level higher than mandated. In addition scrap metal, ballasts and light bulbs, and paper are systematically collected for recycling. As an added plus, the employees of the companies are exposed to a higher level of environmental awareness that they carry to their homes.

Polyester, nylon, and polypropylene which comprise most of the carpet yarns today have increased in the amounts they are recycled. Manufacturers have integrated this as a part of their standard processing flow. Whenever carpet is taken from floors instead of landfills it can now be taken back to their manufacturers who break it down for reuse.

Some manufacturers have further vertically integrated their processes and in turn are directly impacting landfills in other ways. They are now taking disposable plastic bottles and grinding them down into reusable flakes. These are mixed in with virgin flakes to make the fibers that go into yarns.

California started the initiative with AB2398. Other states will definitely be following them in this legislative move. It is essential that the job will not be done until there is no need for landfills.
