There should be no cracks in the ceiling too. There should be no signs of problems in the fixtures that are installed in this part. The lights must not pose any threat as well especially to people. The least that people can do is to trade their safety for any aesthetic desires.
Water should run conveniently in the pipe line. If there are broken pipes, there is a great chance that the people who will occupy the place will have a lot of problems too. There are standards that the government imposes on the accessibility of water in the edifice. If these are not followed, the operating licenses may be revoked by the government.
